To provide opportunities for the assimilation of young lawyers into the profession as well as a training ground for future leaders of our bar. YLS membership is open to all attorneys who have been admitted in Nevada for less than five years, or are 36 years old or younger. From mentor programs, to organizing charity events, to networking, to fighting to improve the image of attorneys in general, YLS has a wide array of activities.

Jordan A. Davis, Esq. (Chair)
Mr. Davis is an attorney at the Washoe County Public Defender’s Office. Prior to serving in that capacity, Mr. Davis was a member of Fennemore Craig’s Government Affairs Practice Group and an associate at Lionel Sawyer & Collins. His practice focused on government relations, complex civil litigation and commercial litigation.During law school, Mr. Davis mediated cases, worked in a civil litigation firm and externed for a well-respected criminal defense attorney in San Diego, California. Mr. Davis also worked under current Nevada Governor, and then Federal Judge Brian E. Sandoval in the United States District Court, District of Nevada and served as a judicial law clerk for the Honorable David Wiseman, Commonwealth of the Northern Mariana Islands Superior Court, Saipan, upon his graduation from law school and subsequently, for the Honorable Brent Adams, Second Judicial District Court of the State of Nevada.
Scott Lachman, Esq. (Chair-Elect)
Scott Lachman is an associate attorney at Weinberg, Wheeler, Hudgins, Gunn & Dial in Las Vegas. Scott concentrates his practice on all phases of complex commercial litigation, including catastrophic injury, construction, premises liability, and appellate practice. He previously clerked for then-Chief Justice Michael A. Cherry of the Supreme Court of Nevada in Carson City. Prior to his three-year state appellate clerkship, Scott received a Bachelor of Arts in Marketing from Michigan State University. While at Michigan State, Scott served as Vice President of the student body and as Executive Director of the Association of Big Ten Students. He presently chairs the Disaster Legal Services Program, which provides pro bono legal services to victims of natural disasters throughout the State of Nevada. Scott was the 2013 State Bar of Nevada Young Lawyer of the Year. Scott was selected as “Top 40 Young Lawyer” by the American Bar Association in 2017.

Dylan T. Ciciliano (Treasurer)
Mr. Ciciliano is an associate in Garman Turner Gordon’s Commercial Litigation practice group. His experience includes representing clients in complex civil litigation cases and defending clients against allegations of fraud, conspiracy, RICO claims and malfeasance. Mr. Ciciliano also has experience with medical malpractice cases, complex criminal defense, and a wide variety of business disputes. Mr. Ciciliano obtained his master’s degree in Economics at the University of Nevada-Reno and worked for the Washoe County Commission. Mr. Ciciliano was also the Senior Managing Editor for the Arizona Journal of International and Comparative Law.
Ashley Biehl is an associate attorney at Cavanaugh-Bill Law Offices in Elko. Her practice focuses primarily on family and domestic relations law. Prior to her employment there, Ms. Biehl was a clerk for the Child Protection Division of the Utah Attorney General’s Office, and interned in the Sexually Violent Predator Unit of the Iowa Attorney General’s Office.
Ms. Biehl earned her Juris Doctor from the University of Utah in 2015. While in law school, she served as the Vice President and President of the Student Bar Association, and the Treasurer of the Natural Resources Law Forum. She earned her B.S.B.A., cum laude, in 2012 from Drake University where she majored in International Business, with a minor in Psychology and concentrations in European Studies and German.
Amber Duvall is an Associate Attorney at Handelin Law, Ltd, in Carson City, Nevada. She is a native Nevadan who advises clients and litigates on a wide range of legal matters, including estate planning and administration, business formation, real estate, personal injury, residential community association issues, administrative law, and family law. Amber earned her Juris Doctor with distinction from the University of the Pacific, McGeorge School of Law in 2013. She ranked in the top 1/5 of her class, earning enrollment on the Dean’s Honor List for each of her three years and earning Witkin awards for the highest grade in Civil Procedure and Second Year Legal Writing. Amber earned her Bachelors of Arts degree in Economics with a minor in Business Law from UNLV.
Asher A. Killian
Asher is a principal deputy legislative counsel at the Nevada Legislature’s Legislative Counsel Bureau. His practice involves providing the legislature with advice on various legal issues primarily relating to education, health care, insurance, marijuana and emerging technology and he has served previously as counsel to the Senate Committee on Education, the Legislative Committee on Health Care and the Task Force to Develop a State Plan to Address Alzheimer’s Disease. Before coming to Nevada, Asher spent a year as an assistant at the City Attorney’s Office in Norman, Oklahoma. He was admitted to the State Bar of Oklahoma in 2007 and the State Bar of Nevada in 2016. Asher earned a Bachelor of Science in Psychology (magna cum laude), Bachelor of Arts in Letters (with distinction) and Bachelor of Arts (magna cum laude) with a major in social sciences and organizational studies from the University of Oklahoma in 2004, and he graduated with his Juris Doctor from the University of Oklahoma College of Law in 2007. While at the University of Oklahoma College of Law, Asher received the College’s highest scholarship (the William T. & James T. Comfort Scholarship) and served on multiple competitions teams, while also becoming a pupil member of the Luther L. Bohanon American Inn of Court and receiving the AmJur Award for best performance in Federalism. During his undergraduate years, Asher served for 3 years as a member of the Student Advisory Board to the Oklahoma State Regents for Higher Education, including 2 years as its chair.
Kory Kaplan is an attorney at Gentile Cristalli Miller Armeni Savarese specializing in complex civil litigation and personal injury. Mr. Kaplan was previously an associate attorney at the law firm of Gordon Silver. Mr. Kaplan received his Bachelor of Science in Economics with a minor in statistics from the UCLA in 2010. He then went on to the University of Arizona where he received his Juris Doctor in 2013.
